Each pack ships with a METADATA file naming the federal source, the retrieval date, and the coordinate system for every layer it contains. Nothing is summarized away.
The optional screening memo is deterministic and reproducible. It is generated from your area's federal layer data and a versioned regulatory corpus, with no language model in the loop. The same area returns the same memo every time.
The memo maps your area, sets the regulatory baseline, then works through each regulated resource it finds. Every finding states what the data shows, the rule it triggers, and the next step.
Wetlands. The area contains about 12.7 acres of freshwater forested and shrub wetlandNWI · USFWS. Placing dredged or fill material there would require a Clean Water Act §404 permit33 CFR 323. Mapping alone does not establish jurisdiction: under Sackett v. EPA (2023) the wetland must have a continuous surface connection to a relatively permanent water, so the next step is a field delineation and a Preliminary Jurisdictional Determination from the U.S. Army Corps of Engineers.
Floodplain. About 38% of the area lies within the FEMA Special Flood Hazard Area, Zone AEFEMA NFHL, which raises Executive Order 11988 floodplain-management review where federal funding or permits are involved.

Questions a careful reviewer asks first.
Can I redistribute the data and memo in a federal NEPA document?
Yes for federal data. Every layer is U.S. public domain with the agency citation in the pack. The screening memo is licensed to you for use in your NEPA work product; reproduce or excerpt freely with the standard attribution. Every pack ships with a METADATA.json file documenting layer source, retrieval date, agency URL, and CRS for every included layer.
Is the screening memo legal advice?
No. Memos are a preliminary screening tool. They accelerate professional judgment but do not replace it. Final jurisdictional determinations remain the authority of USACE and the resource agencies.
Does Avow use AI to write my memo?
No. Standard and Pro memos are generated deterministically from your AOI's federal layer data and Avow's versioned regulatory corpus. The same input produces the same memo every time. No language model is invoked. That removes the hallucination surface and run-to-run variance, and it leaves a full audit trail behind every memo. See methodology.
How do you guarantee citation accuracy?
Every CFR, U.S.C., Executive Order, and landmark-case citation in a memo is selected from a curated whitelist tied to the current regulatory corpus version (v2026.05.2 today). The Standard and Pro deterministic engines can only emit citations from that whitelist by construction; anything outside it is replaced with [CITATION UNVERIFIED — REVIEW REQUIRED] and the memo is flagged for human review. The whitelist is versioned with a SHA-256 hash stamped into every memo footer, so any customer can verify the authorities their memo was generated against. See methodology and currency ledger.
Is there a project area size limit?
Yes, scaled to the pack. Free preview is capped at 25 km². Paid packs: 50 km² for site-specific work (Basic, WOTUS Pre-Screen, Site Characterization), 100 km² for typical project review (Compliance, Section 106, CEQA), 200 km² for cumulative-impact analysis (EJ + Title VI), 250 km² for watershed scope (Stormwater & Hydrology, Flood Risk Pro), 500 km² for EIS-scale work (Full NEPA), and 1,000 km² for corridor and marine work (Linear Corridor, Coastal & Marine). What if a federal API is down when I order?
Every fetcher retries the live federal endpoint with exponential backoff before declaring it down, then falls over to a registry of verified alternate endpoints hosted separately from the primary (for example, FEMA flood hazard falls over to a national Living Atlas mirror of the NFHL, and USFWS critical habitat falls over to the agency's ECOS GIS server). Most layers in a pack have such an alternate. If a layer still cannot be retrieved, your pack is delivered with that layer flagged no data in METADATA.json and the pack marked degraded (we never hand you a silently incomplete dataset), and you choose: a free re-run of that layer once the endpoint recovers, or a pro-rata refund equal to that layer's share of the pack price. Is my project area stored or shared?
AOI geometry, pack files, and screening memos are retained in secure cloud storage for ninety days after delivery, then deleted. You can request earlier deletion at any time by emailing [email protected] from the order address. We do not sell or aggregate customer geometries, and we never use your AOI or memo content to train any AI model, ours or anyone else's. Full details in our Privacy Policy.
Refund policy?
Full refund within seven days of delivery if a paid-for layer is missing for reasons other than confirmed absence of data in your AOI, or if your pack is not delivered within sixty minutes of payment. For partial failures (one layer down despite our exponential-backoff retries and per-source fallback registry), you choose: re-run the affected layer free when the endpoint is restored, or take a pro-rata refund equal to that layer's share of the pack price. We don't refund accurate "no data" findings. Those are still valid findings. See Terms, Section 7.
